The 7.5-acre SE 150th & Division Park Master Plan addresses a significant park deficiency in East Portland by transforming a grassy, underused site into a vibrant, inclusive community destination. Developed through an extensive, multilingual public engagement process, the park design reflects the aspirations of one of Portland’s most culturally diverse neighborhoods.

Key features include a 1-acre community garden, a splash pad, a skate spot, a basketball court, playground, picnic shelter, off-leash dog area, pollinator garden, and flexible lawn for soccer. The landscape design emphasizes community connection, visibility, and safety, with distinct zones for gathering, play, and respite. Daily use amenities and culturally informed design foster year-round engagement and a strong sense of neighborhood identity.

As a Senior Landscape Architect with Mayer/Reed, Tim Strand was project manager and design lead for this project
