Mill Park’s transformation turns a previously undeveloped six-acre site into a vibrant, inclusive park shaped by community input, cultural expression, and a shared vision for a new East Portland destination. A central promenade serves as the site’s organizing spine, connecting park features while creating a new Safe Route to School for adjacent Mill Park Elementary students and their families.

The design weaves together a state-of-the-art playground, splash pad, Chin Lone court, community garden, picnic and lawn areas, and flexible gathering spaces within a lush, tree-filled setting. Seventy-four new trees complement a mature Douglas Fir canopy providing needed shade during hot summer days. Artist Alex Chiu’s vibrant installation weaves community voices into a joyful portrait of Mill Park’s cultural identity.

As a Senior Landscape Architect with Mayer/Reed, Tim Strand was project manager and design lead for this project.
